I was trying to make a new post at any of the 'Samples Gallery & Reference' Board and sub-boards and I can't. Is it just me or there is anyone else with the same problem?

From what I understand is that section was originally set aside (as it was in the pre-.com days - for which this server is modeled after) to be a place managed by the "librarians"; as far as I know, the librarians haven't yet to step out of the shadows. ;-)
(Meaning no one has volunteered for the role that is willing to spend the time necessary to curate the content.)

Hello,
The basic idea with the locked sections (Games, Samples, Utilities, Learning) is being recycled from the old *.org forum policy. Looking at the description under Programs, we have:
"This section is for (i) completed programs, or (ii) works in progress. If the code ages well, it will be archived and immortalized in the Samples Gallery by the Librarian."
... which tells the story. Submit anything you want to share under Programs, and once it ages like fine wine, it's adopted into the archive. That's how things used to be, at least. For now, we're gonna keep the same policy.

Even so the title makes it a bit confusion. 'Links to Samples and References' would make it more clear in my opinion.. ;-) But that is just me.
